Select the GLIDING option, and get enough experience to complete the bar at the bottom of your screen (experience bar). Once the mastery/XP bar is full, make sure you have mastery points (earned by doing HoT achievements), and click on the button in your hero panel to unlock the first tier and spend the points.

The Skimmer can hold its float ability to hover over short distances like a slightly better version of your glide, and the Siege Turtle has a short range hover as well that can sometimes substitute for actual flying.
