DLCs are a great way for game companies to earn extra profit in online games, and such a system would financially hamper them. But it would be a cool system in some way. Imagine having the option to playtest the DLC before you buy, like a game Demo. I don't know, in terms of zombies, having the option to play till wave ten or so.

The lobby need to be joinable for this to work. You can manually shut down steam before shutting down windows, but things can still go wrong. The best solution is to shutdown steam properly, and copy/back-up a specific file. If the offline mode doesn't work, simply copy over the file, and it should work. The file you need to copy is winui.gcf, in the steamapps folder.
